Hmmm, interesting. How big was the hardcopy of OVA that got sold via Print in Demand and through some stores?
It is/was 6" x 9". However, Clay says here that he's thinking of going to A5 (5.8" x 8.3") with a dust jacket for the next edition.

Clay, this discussion on Encouraging the power-escalation-during-combat anime trope in RPG play on rpg.net seems like something you might want to mull over during the design process, since the matter he discusses is such a staple of shonen manga and anime.

I would have ruled the same way -- I can not imagine that entangle attacks were supposed to privileged in anyway that makes them harder to defend against.

What caliber1 said is correct, but additionally (I don't know if this is official), I think Combat Skill can be used as a Knowledge ability to gain information about another character's fighting style and skill level.
