Help with tatoo magic please

I'm trying to stat a girl with a magical dragon tatoo on her back. The dragon can engulf her skin to give her armour, or detach itself into a seperate entity. Kinda like the guy with all the snakes on his arms from the Electra movie.

Any suggestions how I can do this? Should I make it a magic spell or a servant?

Hmm...there's lots of ways to handle this. Here's my personal take after a few minutes thinking about it:

Purchase both Armor and Servant, then take a Weakness Focus -2 "Dragon must be "inside" body for Armor" Essentially making it where both Abilities cannot be active at the same time.
