Boss NPC Question

I have been looking through OVA Revised and came across the pre-gen NPCs. It was my understanding that these were designed to be used as boss characters, but their TV values seem really low. Am I miss understanding this?

They cover a range of possibilities. Some are stronger than others, and some (like Acacia and Saspar) are meant to fight together. They can also be bolstered by extra NPC minions or make use of the Boss Abilities listed in the Game Master’s Section. If you still feel they’re too weak for your purposes, feel free to edit them as you see fit!
