I've been reading the text and find that there isn't an ability to affect incorporeal.
What would be suggestions to do so and vice versa?

Define "affect", or rather what do you wish an attribute to do with Incorporeal?

Incorporeal Form is, basically, a fancy sort of defense, one that can fail.
If you want someone to be incorporeal all the time, it's probably better to use the Resistance Ability instead, which has more concrete rules. You can see this applied to the "Ghost" NPC fragment in the back of the book.

Which does raise the question of how high would the Resistance Ability be to be able to get ghost-like incorporeal- and I just remembered the whole +5/-3 range thing for abilities and weaknesses so never mind.

If you don't want incorporeal characters to be affected by normal attacks, maybe attacks with the Will Attack perk would work?

DnD had the Ghost Touch enhancement for weapons, which was a +1 enhancement, which allowed the attacks to affect incorpereal beings.
I could say a 5 en Perk to affect incorpereal stuff would be fine
