So I thought I could put off figuring out dual wielding until the new book came , silly me. Both of my test players want to use two weapon fighting.... Is the best way to pull this off to make an attack with the additional target quality? Or has anyone found a better, or at least alternate route?

In OVA, dual-wielding is more of a flavor thing than something represented via mechanics. If you want your character to wield two swords (or three, if you're a fan of One Piece) it's as simple as saying just that. But you can always pick Perks that give your character an advantage in combat (whether it makes it easier to cause complications, prevents your opponent from defending, or allows you to select multiple targets) and attribute these to your character's skill with two weapons.
