Flunkies and rapid strike

Has anyone noticed that flunkies with rapid strike could be hugely over powered?

Yes and no. I asked this question myself. The Rapid Strikes perk is tough, even in +1 weapons. However, Clay reminded me that a target of RS still gets the option of taking Multiple Actions. A flunkie with RS fighting a hero with RS is still at a great disadvantage due to his low Health and End, and he probably will have lower combat abilities too. A hero fighting a gang of flunkies with RS is going to have a bad day, but envision the scene in your head. I see a lot of "Run For Cover" and "Don't Hurt Me!" actions going down. Also, the penalties from RS don't stack. You can be shot by one submachine gun or a million, your hero is only going to lose his next action, so it's not total overkill.Has anyone noticed that flunkies with rapid strike could be hugely over powered?
