Street Fighter Game
Greetings to all,
Now, let me skip the usual praise, because I'm sure everyone here knows how killer the OVA game is proving to be! Definitely risen to the top of my anime genre games.
Now then, to business.
After a few successful tests of the game, we're embarking on a long-term campaign. I'm in the process of converting my Street Fighter campaign (Yes! Based on the White Wolf one from '94...) and all looks pretty good for it.
However, I'm converting the World Warriors (Ryu, Ken, Chun-Li, Guile and E.Honda so far) and have found that in order to encompass the range of ability and power, some special moves exceed the normal system's rules for damage.
Not too many of them like, so far only Ryu's Shakunetsu Hadouken, Ken's Shinryuken, Guile's Sonic Boom and Somersault Kick, and E.Honda's Sumo Headbutt... Basically the BIG move for each fighter.
So my question/concern is whether this'll prove problematic once the game gets under way?
All the World Warriors (and most Street Fighters in general) can absorb in the region of 200 points of damage or more due to their Health Points and Endurance Points being pretty high. Ryu for example stands at 120/120...
The Bosses (Gouki, Gill and Vega notably) will be more powerful still though.
So to anyone who's experimented with higher-than-standard power levels or who has looked at the super-martial arts style game, will these high damage moves prove game-breakers? Am I setting myself up for more work later on?

I'd personally recommend scaling down everything. Scale down E. Honda's headbutt to be equivalent to the highest OVA Power Move level. Then use that rough ratio to scaled down Health, Endurance, and other damage dealing Abilities.
I don't see the advantage of tossing bigger numbers around. Tends to make math more of a headache. And since, as you say, all your SF characters seem to have the high ends of Health anyway, it seems to indicate to me that you're being too generous in your conversion.

Respectfully submitted. Please do not take this as a criticism, but as a request for a step-back and re-evaluation of your original concept.
I have noticed this paradigm in converting other properties as well. DBZ is the king of this. Basically, the answer to high levels of power in the common characters in a genre in relation to normals who are largely unrelated to plot is to make normals less powerful and potent than the "baseline" for heroes.
In standard OVA, the average normal person has 10 health and 10 endurance. Where in the source do you get the idea that Ryu can take the damage that would normally drop 20 men? I think that another look at the individuals you are copying shows that they are competent normals with a host of highly-specialized chi attacks. Dan Hibiki maybe has just 15 Health and Endurance or so...
Again, these are people who beat up a car in several powerful hits in the side-games, but that is not an indication that they are anti-tank weapons - and, if they are, then maybe a tank only has 10 health and endurance and a person only the 1...
All of which is the long way of saying, "Keep the baseline the baseline for the heroes of the setting, not the normal people of the setting, adjust the normal people to taste."

And to further explain my logic. It runs like this. At present...
An average jo has no notable ability, thugs/mooks/cops, etc have maybe a point or two.
The player's fighters are at 3's (as are many of the Alpha/Zero phase fighters).
World Warriors score up to 4.
The big bad guys (Vega, Gouki, Garuda) possess the highest scores in the game.
As for why the SF characters are so powerful? Well... They're the focus of the game. And the game is focussed on super-human martial artists... They are FAR, FAR better than any normal human (yes! even Dan, though you'd wonder sometimes...) simply because that's the way things work in the SF universe.
If you've ever seen the SFII animated movie from the mid-90's, that's about the scale of things, so yeah, these guys are pretty damned powerful (destroying walls/buildings/vehicles) though nowhere near as much as a DBZ or similar character.
However, taking all advice in, I'll look at lowering the scores some (this will also mean lowering the players scores, since they want to be less powerful than the World Warriors for now and grow into that power level during play).

That looks spot-on for a Ryu that is to be of sensei-level to the PCs. As far as I can (given the sometimes weird SF canon) I'm sticking to the 'facts' and the basics of each world warrior. Ryu and Ken are easy, for those that follow (Chun-Li, Guile, E.Honda and Blanka) I've had to consider the implications of certain traits.
Let's put it this way, you don't want to fight Chun-Li or Blanka anyplace they can use their acrobatics! Hehe.
Vega and Gouki (yep, I'm using the 'correct' Japanese canon, not the bizarro US one) will be two damned tough bastards, tell you that for free. Shungokusatsu... Hmmm, accurate, slow, kills you on the spot, hehe.

Just to report that the first session went very well, all my players seemed to dig the new system and agreed it allowed for far more dynamic action than we'd done previously on the old WW rules...
..Which is a good thing since it was a madcap martial arts battle across, around, over and through a bunch of big rigs doing 90mph down the highways!
So cheers folks, I finally got to scratch a long-term itch and have my Mad Max II: Road Warrior homage convoy fight! Yay.
Still the ENTIRE SESSION was taken up by this huge battle, and I tell you what, we certainly gave the rules a good test drive too!
I forgot about the 1d6 drop off when a character loses all health or endurance (2 players did after about the fiftieth crazed stunt), but not a biggie that one. With so much going on, something was gonna slip, and if that's the only rule I fogort first time out, I'll not grumble.

Those are the ones I'm pretty much happy with. When I get some spare time (!?) I'll probably do the rest of the SFII and SSFII characters.
Correct. But, Ryu does have a passport, and he does travel all around the world, no problem. He usually gains money from street fights, and if it runs out, he just bets on himself. :) He does have money to go around, he just doesn't want to accumulate it, so he has this "poor wandering street fighter" image.
BTW, the above was paraphrasing of an interview of the original SF creators :P They go on, though, to say that the image of the "poor martial artist" was spread to fans so much, that at some point they themselves became brainwashed with it :P As they said, "From some point onwards, the characters were just not ours anymore" :) Well, that can happen too...
He could be considered indeed poor in OVA terms, since he indeed has no permanent income (but enough money to go anywhere) and no permanent residence (but he does have a traditional dojo, house and all, to his name, from his deceased father). Also, I suppose his friend Ken Masters-san (one of the richest men in America, btw) helps him when he can economically. I just found "poor -3" to be a little harsh. He DOES like the image of the wandering fighter, but I do not think he is dirt poor.

And while it's a bit open to debate where Ryu's finances might stand, the one thing that seems common is that his attitude is 'travel with what you need, the rest is baggage'. So while he might have millions secreted away in a bank account back home, he still bare-foots it about the place, I figured a -1 was hardly devastating all in all.
