Don't worry, in the actual rules scale handles ALL kinds of Abilities, including ones with non-dice effects. Currently, it's handled by multiplying the effect by 5. For Example, Tough +2 (20 Health) would be scaled up as 100 Health. But this has not been thoroughly tested or thought out, so it may be subject to change.
