Where did you buy your copy of OVA? This should be in the PDF and all copies sold at brick & mortar stores. If the PDF being sold still isn't the updated version...well...I won't be happy!
If you use "Transformation" to handle power suits, which I would under most cases, the yes, you very much add such things together.
If you use Vehicle, it's a bit of a grey area. The Revised Edition's text offers two suggestions for handling it. The simple way: Add all appropriate dice of both character and vehicle together. Complex way: Add all appropriate dice of both character and vehicle together, but cap the Pilot's dice by the Abilities of the Vehicle. While skill-based Abilities (like Pilot) are excluded, this prevents a character with Agile +4 from adding more than two dice if his mecha only has Agile +2 itself. The reasoning is that even really quick reflexes can only help a slow behemoth of a mecha maneuver so much.
