Thanks for the advise Mal, though I'm not exactly sure how the costs of Unique "Combined Form" is calculated.
Now correct me if I'm wrong, but I'm assuming that for the MMPR Megazord, it'll have Unique "Combined Form" at +1 with the Vehicle Ability at +5 for a total Ability value of +6.
Or is the Combined Form's Vehicle Level not counted in that aspect?

The "Combined Vehicle" level is equal to the total number of vehicles combined. Each base vehicle provides +1 level of vehicle. Additional levels of Combined Form provide additional forms, not stronger forms. The strength of the combined form then is based on the number of vehicles together.
The Combined Form Ability would then be spread among the individual zords, and not count as part of the Megazord's total.
So for the Megazord, since it is five vehicles with Combined Form, that'd add up to a Vehicle of +5 (or a total of 10 points to build the Megazord).
The Dragon Battlezord, which uses the Dragonzord instead of the Tyrannosaurus and the Pteradactyl zords, is a total of four vehicles, so that'd be a Vehicle +4, whereas the Ultrazord uses the five main zords plus the Dragonzord, so that'd make it Vehicle +6.

So if I'm reading this correctly, when it comes to the individual characters that contribute to the Gestalt Robo, The Combined Vehicle Level is just another Vehicle/Mecha Ability of said Vehicle/Mecha Ability for that particular Sentai/Tokusatsu character.
Or in short, each DinoZord has a Combined Vehicle Level of +5 just to form the MegaZord.

The level of the Ability Combined Form does not determine the "level", or how powerful, the form is (which is twice the number of combined characters/vehicles for Abilities and Weaknesses, like how Transformation and Vehicle work). That is determined by the number of characters or vehicles that are used for the form. What the level of the Ability does is determine the number of forms is available.
So Combined Form is a separate Ability from Transformation and Vehicle, not a sub-ability, but works similar to how those two abilities work. The difference is the points available for the form is determined by the number of combiners instead of the level of the ability.
Each Dinozord has at least Combined Form 1, and each Dinozord contributes +1 for the combined form. Since the original Megazord is a combination of five Zords, that'd make the total Vehicle level of the Megazord 5 (or rather, 10 points to spend on Abilities and Weaknesses).
Coincidentally, that'd also mean the combined form will never be Vehicle 1, since you need at least two characters/vehicles to combine.
The Mastodon, Tiger, and Triceratops can combine with the Tyrannosaurus and the Pterodactyl to create the Megazord, but can also combine with the Dragonzord to make the Dragonzord Battle Mode, and the original Megazord can combine with the Dragonzaord to make the Mega Dragonzord.
So the Mastodon, Tiger, and Triceratops has Combined Form 3 (since they are used in all three combinations), while the Tyrannosaurus, Pterodactyl, and Dragonzord only have Combined Form 2 (since they are only used in two of the combinations). They'd probably all gain a level in Combined Form when they get Titanosaurus to make the Ultrazord then.

So basically Combined Form's level indicates the number of Combination said Vehicle/Character participates in while the Vehicle Number Level, which I'm presuming is gonna be a parenthesis notation or something similar, indicates the total number of Vehicles/Characters involved which provides the baseline points/levels of the Combined Form's....well, Form.
Okay, I got it. Best to asks these questions now and to get a better angle at construction later on.
Though how one does those plug'in play Zords seen in latter seasons such as Samurai, Mega Force, Dino Force and Wild Force, in the form of armor and limbs swapping? Eh... I think that's more like an Attack Variation with either Assisted or Requirement myself that something that'll probably muck up the Combined Form system.
