Earning perks that have no End cost?

I was thinking about allowing may player to earn perks for his attacks that don't add any extra end cost to the attack. Kind like if you got your weapon enchanted with a fire rune or something like that. I want to hear what you all though about this. If anyone has any ideas on how to make this idea work in a balanced way I would be thankful :)

Debatably "Affinity" is already a zero-cost Perk that can add some fiery effects to an Attack.

If you mean like giving an "Effective" or something to that effect for free, I don't see an issue as long as all the players are getting similar bonuses—and that you aren't afraid to give it to the bad guys as well in equal measure!

Thats what I have been doing :) Nice to hear that think it is not to OP. I have done it alot yet so I cant really give full feedback yet.
