Proc is just shorthand for the secondary effects.

Are you going to have the GM roll for Proc effects? You could probably side-step a few issues that way. Another way to possibly side-step issues is to just not use Endurance, and instead scale down the number of Power Points for each move based on how long you think your PC's will go between PKMN Ce...

I'd say forsake the system. Instead of trying to mod all the rigorsm idiosyncrasies, and crunch of ST into OVA, take the defining traits of Exalted, determine their core components, and build an OVA character out of those.

This is how I was able to make an OVA version of a D&D Sorcerer

Most weapon attacks will end up having "Requirement: Weapon" attached to them to cancel out some or all of the cost.

I made a custom sheet a while ago. I updated it since, and would love to make it a .pdf, but I don't know how to do that with images in OpenOffice ^^;

I'm thinking in the more in the realm of video games, especially fighters, where the players arbitrarily build up a gauge that will allow them to do super moves once its filled. The problem is that you're proposing a crunch-flavored resource pool system for a game that already has a resource system and abhors crunch.

If you really want a combo meter, you can probably make a custom item that serves as an Endurance engine, or mess around with the Charge perk.
