Have a setting in mind before running this. Also the free OVA character sheet template on rol 20 helps. Other then that, just do it.

Well I ran a sailor moon/tenshi muyo mashup where a space pirate crash landed in a magical girls back yard. It was a wonky character-centric game. The setting I most seen done in OVA is RWBY by Rooster Teeth. I hope that helps.

I used fantasy grounds before for Savage Worlds. How does it handle a more open system like OVA that has no equipment lists or set things?

Anytime you want to sell a third party supplement for an rpg, you move from free fan work to publisher. You would need to hash things out with Wise Turtle in private and get their approval. I must say 'the every character type in alternate modern Japan' default setting does work. Every time I ran that setting the game took off. When I tried a fantasy type setting or outer space one, it sunk.

I like the idea, it is pretty solid. Just maybe apply dx, health, or endurance modifiers as normal separate attributes to avoid confusion. Well combat expert and evasive applies to piloting vehicles as well as on foot. You don't really need a huge list of abilities.
