Yeah--how we used it was a character using Magic, Arcane to set up different "blessings" on several different targets, or to give himself an ability and then use that ability on the same turn. The multiple action rules prevent doing the same action to the same target more than once a turn,...

A good way to think of it is that being Agile, even if you don't think it would help with the actual *attack*, helps you *get in position* for the attack or *unleash it faster*, so mechanically it's the same thing from OVA's perspective. Thus, it and Combat Expert both add to your attack rolls.

That's pretty much what I would advise too: basically, think about what the effect should be rather than necessarily what the method is and you'll have more success. Earthbending is shaping Earth to your will, correct? Someone with that might have Attack powers, and also probably something like Barr...
