That’s correct. There’s no “cost” for rerolling your initiative. It’s just an option with the only risk being making your initiative worse. A completely different way to consider VK's is that each form is just a different attack suite, much like a martial artist does can do different things when changing stances. Just slap "Requirement: X Mode" and determine how long a mode shift takes and you're good to go.
