Ok for the first, about the second.... I can only assume that it would be a basic Ranged Attack with the Unique Perk of "Character Appears before Target" or something to that effect since it's sounds more like a useful side effect rather than an unwanted consequence. Probably +3 at minimum...

For My own 2 cents, I'd probably suggest keeping the base 40 points but separate Endurance and Health so they can't be a second 'life bar'. I did that and worked very well! It was even the first time those players tried the Ova system (I used pre-generated characters, of course). I used just a little modification: heroes and villains were slightly weaker and started with 30/30 instead of 40/40 (still heroic anyway).
