I would change that specific Attack there to not have the Weapon flaw, as the Gear ability means that it can be separated from the character already. That particular Gear would improve a character's existing Attack ability by 2 ranks or give them the Attack ability at 2 ranks if they had it at zero ...

Fluff behind defense roll abilities
I've been wondering something, what is the in-character reason for Barrier, Incorporeal Form and Teleport replacing Quick and Evasive for defense rolls? At least in the case of characters with Barrier-type abilities, if they can dodge attacks, I don't see why they shouldn't try to do that before put...

Tough gives a bonus to health. In that regard, it already demonstrates a character's exceptional resilience and durability in combat, so I don't think it also adds to defense rolls.

Nice premise for a campaign there, I like it. To keep the numbers down, I would suggest the Power Ceiling rule rather than Base Zero. Aren't Conditions normally inflicted at half maximum Health? In which case, at base 40, a Condition would be dealt at 20 Health (whether Stunned or Impeded).

My personal interpretation is quarter of the maximum health. No particular reason, I just saw it that way.
That said, my experience with Stunning, Impeding and Paralyzing have been that they are very powerful perks, really easy to tack onto an opponent especially if you use the no-damage option.

Thanks, I was leaning that way myself. Seemed a bit fishy to use a negative balance of perks and flaws to lower the base casting cost of a magic spell.

You can easily stat the characters from those games in OVA. In the case of the fighting game characters though, it's probably a little simpler to focus on making their iconic moves as attacks, rather than to try and replicate their entire move list. Say, I actually have a question regarding the Endurance costs of Magic spells. Is it kosher to lower the base cost of casting a spell using Flaws? For example, a character has Magic: Arcane 3 and wants to grant themselves a +2 ability, which would cost 10 Endurance before perks and flaws are conside...

Hmm, in that case, revise my TV calculation of his char to 13 (after including Healer and Flight). I didn't check his defense roll as closely as I could have, just went with his figure of ATK 5 and DEF 5.

You can also include Healer and Flight in your TV calculation, but only add half their ranks to the total. From my assessment, your character has a TV of 14.
